I think the States, absent a government at the federal level now, need to hold referendums on them, establishing:

serious MINIMUM penalties for Flock providers not safeguarding their records (that’s a loophole tech monopolies often try to exploit; it gets to a judge and they go: “What are the minimum penalties? Let me put my finger in the air and decide…”) Once Flock providers hear there are serious minimum penalties [in SOME States] for being reckless, something tells me they’ll be a little more careful and they’ll realize doing Flock is not the grab and run they thought it would be!
Doing a ranked choice vote for the crime levels (example: murder or a theft exceeding $xK…) and penalties for provider recklessness could make short work of determining what the voters expect…
