The reason for interest being assessed is that it’s a form of punitive damages.
Without punitive damages, people would break the law all over the place to see if they can get away with it. Once perps know there will be a steep penalty, they will be dissuaded from doing it and seeing the litigation merely as a “cost of doing business”.
