Even if he were to freeze up, his aides could retape it. So that suggests just how bad his condition is!
Since there still is no video of McConnell (for all we know, he could be dead, hooked up to a respirator…), Massie should send a filing to run for Senator before the deadline to the clerk using a process server; then the process server can deliver that service was done to the governor.
If the clerk refuses to accept the paperwork, no matter: the process server can report that to the governor too.
Two questions to be placed under oath ASAP of his medical staff:

If he is on a respirator, can he be taken off it for 20 minutes??
Requiring a respirator is a probable indicator of death. But before you get into brain tests, that’s a simple indicator!

He COULD have announced that he is willing to accept applications to run, given O’Connell’s radio silence.
That would legally have put it back on the Repubs to prove he’s alive (I am guessing he is braindead, on a respirator, to meet a flimsy definition of not being “dead”…)
